ADEA Steering Committee appoints Albert Nsengiyumva of Rwanda as the new Executive Secretary
The Steering Committee of the Association for the Development of Education in Africa (ADEA) today announced the appointment of Mr. Albert Nsengiyumva of the Republic of Rwanda as the Association’s new Executive Secretary with effect from January 2019.
Mr. Nsengiyumva succeeds Oley Dibba-Wadda, former ADEA Executive Secretary (2014 - 2017) who was appointed by the African Development Bank Group as Director for Human Capital, Youth and Skills Development on 1stJuly 2017. The ADEA Steering Committee is infinitely grateful to Ms. Dibba-Wadda for her important, precious and unique contributions to the work of ADEA.
Mr. Nsengiyumva brings more than 20 years of experience in education, technical and vocational skills development (TVSD) as well as Information and Communication Technology (ICT) at continental and international levels. In the last two years, he has been working as Senior Advisor for the Digital Opportunity Trust (DOT) supporting the new initiative known as Digital Ambassador Program (DAP) led by the Rwandan Ministry of Information Technology and Communication (MiTEC) and the World Economic Forum (WEF).
He is a former member of Cabinet in the Rwandan Government from 2011 to 2015. He served as Minister for Infrastructure (2011 – 2013) and Minister of State in charge of Technical and Vocational Education Training (TVET) in the Ministry of Education (2013 – 2015). Before joining the Cabinet, Mr. Nsengiyumva respectively worked for the National University of Rwanda as Director of ICT Center, as Coordinator of ICT in Education at the Ministry of Education and as Director General of the Workforce Force Development Authority (WDA).
Since 2001, Mr. Nsengiyumva has worked as researcher and freelance consultant for various international and bilateral development organizations particularly in ICT Policy and Regulation, Use of ICT to enhance Access and Quality of Education as well as Technical and Vocational Skills development. He has built an extensive research expertise in ICT working with the Washington State University as part of the Network for Capacity Building in ICT Policy and Regulation (NetTel) and Link Center at University of Witwatersrand in South Africa as part of the Research ICT Africa Network (RIA) among others.
Mr. Nsengiyumva is a Graduate of Higher Institute of Electronic and Automation of Liège (Belgium) known as Saint - Laurent and he specialized in Industrial Automation and later on in Computer Networking and Information Systems. He is fluent in English, French, Kinyarwanda and Swahili.
Speaking about the appointment of Mr. Nsengiyumva, all the members of the ADEA Steering Committee and Executive Committee expressed their enthusiasm and readiness to work with Mr. Nsengiyumva who brings a robust set of skills and competencies to ADEA.
