Uganda Secondary Education & Training Curriculum, Assessment & Examination (CURASSE): Roadmap for Reform

The ""Curasse Roadmap"" report looks in detail into why curriculum change isrequired for the development of education in Uganda that is of an acceptablequality, financially sustainable and relevant to the economic reality and skilldemands of the country's labor market. The 3rd regional SEIA Conference, heldin April 2007 in Accra, Ghana, provides the background for the discussions inthe Uganda Curasse Roadmap report. Most middle- and higher income countrieshave made curriculum reform a continuous process in response to the rapidlychanging demands from their labor markets. However, Uganda faces the challengeof first undertaking a more fundamental ""adjustment"" of the post-primarysystem in order to (a) allow Universal Secondary Education to be developed insync with economic development demands for the 21st century; (b) respond tothe increasing numbers of primary graduates as the MDG of primary educationfor all is achieved in the near future; and (c) reduce the unsustainably high cost ofthe current system. The report argues strongly that the curriculum reform shouldbe preceded by a reconsideration of the secondary education structure
